Leiva-Thomas is a seasoned Bids and Proposal professional with 26 years of experience including, capture, pricing, proposal management, technical writing, contracts, orals and teaming. Early in her career she was a technical writer for Senator, and later Governor, Pete Wilson. She also performed at technical writer and contracts manager for the State of California where her desktop publishing career started. She published manuals and other promotional material and worked in the preparation of Grants and Proposals for the State that combined local, State and Federal Contracts. Lead entire Bids and Proposals department with numerous large and small business subcontractors for TCS Translations for 23 years. Experienced in both large and small business procurements, wins include contracts from the tens of thousands of dollars up to $1 Billion dollars (total contract values).
Leiva-Thomas managed multiple contracts with varied scope and asset requirements leading to a successful deployment and management of over 3,500 employees and consultants providing support in 18 countries. Responsible for multiple operations primarily supporting US Army INSCOM, USSOCOM, MARSOC, ONI, NSA, DEA, DHS, DHS-ICE, AFOSI, NCIS, FLETC, MIFLTC, the DOS, DOT, DOJ, and the DIA. Core areas of expertise include linguist support, training, intelligence analysis support, IT and security support, and worldwide support to US Government operations. Superior history in cultivating and maintaining relationships with both military and civilian leaders and decision makers in order to coordinate logistics, as well as, to expand and grow business.
Leiva-Thomas gained extensive experience in directing and managing the delivery of high-quality program management, contracts, labor relations, financial and administrative functions in Government support missions. She provided technical and administrative support in the primary areas of language, information management and operational support services. Most of that support has occurred in secured and classified environments.
